Yeah, it's Rosalina. Harder to tell because of the single colour and lack of wand, to be fair. I thought of her being like a golden statue or part of the whole golden loop that Bowser is squeezing through. Both to emphasise his sinister ambitions and to distance Rosalina herself as an 'other' being, distinct from Bowser and the Bros.
